According to San Guo Zhi (三国志, Records of the Three Kingdoms), in 227 AD, the chancelor of State of Shu Han, Zhuge Liang (诸葛亮), decided to launch a preempted attack on its main northern rival, State of Wei (ruled by Cao Cao's son), in an effort to preserve the survival of State of Shu Han. Before marching his troop to start the northern campaign, Zhuge Liang made his remarks before the emperor of State of Shu. In it he praised the wisdom and kindness of the late Emperor Liu Bei in good governance, outlined the reasons for his campaign against State of Wei, and expressed his desire to fulfill the late Emperor's wish in defeating the enemies of Shu Han.
